Vientiane Capital, Lao PDR — The Office of Extension and Training Kamphaengsaen (OET KPS), led by Assistant Professor Rattana Angkasit, Special Expert of OET KPS, in collaboration with Ms. Witida Sivakua, Head of the Promotion of Cooperation for Development based on the Sufficiency Economy Philosophy (SEP) Group, Thailand International Cooperation Agency (TICA), alongside Dr. Aikawa Jiro, Senior Advisor from JICA Headquarters, Mr. Yohei Namazu, Representative of JICA Thailand Office, and the project advisory team for the Smallholder Horticulture Empowerment and Promotion (SHEP) project from the Japan International Cooperation Agency (JICA), met with the Deputy Director General of the Department of Agricultural Extension and Cooperatives (DAEC), Ministry of Agriculture and Forestry, Lao PDR. The meeting was held to discuss the progress and operational outcomes of the training project titled “Third Country Training Programme (TCTP) on Sustainable Community Development Programme based on the Application of Sufficiency Economy Philosophy (SEP) and Smallholder Horticulture Empowerment and Promotion (SHEP),” as well as future frameworks for expanding human resource and agricultural development cooperation among the involved agencies.

Following the high-level discussion, the monitoring and evaluation committee listened to progress presentations regarding post-training Action Plans delivered by the program alumni from DAEC. This session fostered an active exchange of ideas concerning key achievements, challenges, obstacles, and strategic approaches to scale up the implementation of the Sufficiency Economy Philosophy (SEP) and the SHEP framework to maximize benefits for local farmers and communities.

In the afternoon, the delegation traveled to Dongkhamxang Agriculture Technical College (DATC) in Vientiane Capital to monitor and evaluate the performance of the program alumni, observe onsite activities, and inspect the practical application of the acquired knowledge in a real-world setting. The insights and data gathered from this comprehensive monitoring and evaluation visit will be highly beneficial for future project development and for strengthening the agricultural development cooperation network among Thailand, Japan, and Lao PDR.
